I don't know too much about the school but Hong Lok Yuen is a very nice residential area. I had a lot of friends that lived there, expats and locals, and most of them had large 2 or 3 storey houses with private swimming pools and gardens. Not your typical HK lifestyle but that's the advantage of living so far away from the city centre.
I went to Shatin College and there was a school bus that transported the Hong Lok Yuen kids to school.
