Here is the link to the main (and seemingly only) tuition provider in HK.
Trinity CertTESOL Course Dates and Fees - English for Asia
Give or take it equates to £2000-2500 depending on the exchange rate at the time. (at time of post just over £2k)
I would check out the Trinity College site to compare prices but near myself at University of Manchester it is £1400 but the course dates are more restrictive.
The British Council had some elements of the CELTA previously but can not seem to find this again so not sure if they still offer but there is no (from what I can find) CELTA tuition providers.
As for studying you either need to have a Student Visa or the Right to Land or Right to Abode. The dependant visa route is possible but the sponsor would need to have unconditional stay, or they are on the quality migrant scheme or have a work permit. If your sponsor is on a student visa then you would not be able to take up a course.
Further details on The Government of the Hong Kong Special Administrative Region - Immigration Department for dependants and The Government of the Hong Kong Special Administrative Region - Immigration Department for student information.
Sorry, also look at the comparable levels that the TEFL for £995 offers compared to the TESOL at Uni of Manchester at £1400 (which is the same as the one in HK).
No worries, a little like second nature at the moment as I have been looking into them a fair bit. There is the old UK vs HK argument in my head on a daily basis. For me HK has the edge for a few reasons -
1. If you do a part time course you may find a language centre to offer you some hours to help with living costs.
2. It is much nicer than the UK and has better summers
and 3. If you want to teach specifically in HK it gives good networking opportunities.
Good luck.
