of course it varies by center, but with those quals i would not settle for less than 20k, after all you could join the NET scheme instead...

even international school teacher assistant ( with degrees and tefls) starts from 16k to 18k with no experience, as i know a few IS teachers.
realistically, you will expect to find teaching jobs at study centres at HK$14 to HK17k based on that you have no experience within teaching
Do you (turnjet) have a dependant visa now? That will at least make it easier to get a job (and not have the language centre have you trapped working illegally and then not paying you). I agree with imparanoic that something in the $14-17K seems about right.

Assoc. Degree is not worth much I'm afraid...
you'd be a fool to accept the crap hours and minimal holidays your get at a full time learning centre for 14-17k...join the NET scheme for similar pay, better benefits, more stable job situation (as long as you don't bring the "I'm an English speaking expert" attitude and are willing to work WITH your colleagues in a possibly low band school) and school holidays
here are the guidelines for qualification:

if turnjet is now speaking about himself having the assoc. deg, then no, he wouldn't likely qualify even in cat. 4, but if the assoc. deg is in English language related studies, I would suggest he at least apply.
if he has a full 1st degree (and the AD ref. was to someone else) then he should be able to join i would think, as a cat.4 NET
