Question is there places where i learn cantonese for 50 bucks a session?

someone told me that there is a place you can go they teach you cantonese in a classroom for 50 bucks an session (or hour). it might be for mandarin speakers who wants to learn how to speak in cantonese at some chinese organization.

description is kind of vague. sorry. but anyone knows anything about it?

The cheapest that I have seen from a language institute [the teaching medium there is English] is $88 an hour in a group setting, and $150 an hour for one on one.

A lot of times, you pay what you get. While I do always believe it is not necessarily true that the more expensive the better, one thing for certain though is many low quality institutes would charge you really low rates to stay competitive.

It's a government sponsored thing mainly for "minorites" - indians, thais etc although some english people have managed to get in. I don't have the details, like you, I've "heard about it" but there are threads on here with the details you'll just have to surf abit unless someone else notices this and has more info!

International Social Services (ISS)- HK Branch offers Cantonese classes @ HK$100 for 50 hours; very cheap coz it's government sponsored. They use English as the medium of instruction. They're in 3/F Sincere Insurance Bldg 4-6 Hennessy Road, Wan Chai. You may call them at 2836-3598 to inquire.

Do you have to be an ethnic minority to be eligible? I know ISS deals with lots of refugees/asylum seekers and ethnic minorities, so I am just wondering.

Nope, there are some Westerners going to ISS. But most are Filipinos, Malaysians, Indonesians, Thais, Indians.
