First of all, I don't condone this sort of behaviour.
One assumes the bar owner is in business to make money so it would be interesting to hear their side...
I ran a pub in Headington, (Oxford UK), and we refused to serve Gypsies. There is no doubt that it was:
a: discrimination
b: probably illegal
c: with the full support of the Oxfordshire Constabulary
Anyone who's run pubs in England will know what I'm talking about here! It's not just race either, many pubs won't allow 'squaddies', under 21s, team shirts.......not worth the bother and history has proven again and again that keeping these groups out of your bar is good for business, not to mention safety and keeping your premises safe from being labelled anti-social, (risking your license)...
I'm not saying that's what happened here, I'm just providing an example from my experience....

These sort of things exist now and then in HK. The question is how much has it bothered you. If not much, just go on with your life.
Calling the police will not do much in my opinion. You dont have proof of what happened, just your word against the owners. I am not sure there are laws against a owner rejecting to serve a particular customer (that is what they are going to say... its not race).
If it has truly bothered you sufficiently enough to do something about it, best bet would be to approach a newspaper and get this story to the masses.
