    But I never use an un-activated Windows before, not sure what the limitations are.

    For i3, 4GB, 64 SSD model, it will costs US$233.35.. + $2.24 shipping from Singapore...

    For that amount of money you could get Minix or a used Nvidia Shield instead of some crappy PC from AliExpress with stolen Windows and pre-installed Bitcoin miners and Trojans.
