    Usage is probably right, but very much doubt it is “consumption”. At least half goes to landfill.

    And why stop at the border - Germany's old imperial borders visible inside Poland.

    I'm not sure how much of the pre-war german population remains in Poland - many fled west - so there be other factors that explain it...
