Riots happen all over the world and at times take very little to get out of control.
The Olympics coming up in the UK will always get protesters anywhere in the world because it is an event that the idiots love to target. However, they usually are very well policed in recent years. This will be a wake up call too but for an event like the Olympics the security plans and staffing are huge including military preparations no doubt.
There clearly are a lot of disenfranchised youth in UK cities and a gulf between the police and the communities if the news is showing the right things.
Riots can happen anywhere - it doesn't take much. That is certainly a huge fear in China with the massive population and not all doing well economically. Social stability is top 3 on the PRC agenda for good reason. Huge population, not all yet fully involved in the econ. growth.

What to do with those thugs who constantly break the law, have no respect for others, and think they can do as they please?
Oh well, give them a bonus.
I believe that photo was doctored. Here's the original

London riots - the China view
Global Times - Is there a revolution taking place in London?
Apparently on HK news (in Chinese) the story is that the guy dropped his gun and was *then* shot. I told my wife she was obviously mistaken because I'd heard from a reliable source (geoexpat) that the shooting was in self defence.
I still find it unlikely that the guy dropped the gun first and was then shot. Probably just typical bollocks news reporting - how would they know anyway?
