What version of democracy would we like for Hong Kong ?

    Ok. So the way you can vote in a functional constituency would be rather non-trivial. How would a secretary or an accountant working for an IT company vote in a functional constituency?

    They work in the IT industry so they vote for an IT LegCo member.

    The functional constituency should represent the industry as a whole not just the movers and shakers (owners).

    The classifications could be based on something like http://unstats.un.org/unsd/cr/regist...sfer.asp?f=135

    and re-cut every 5 years to make the pools of companies grouped together to make a LegCo seat comparable in size of constituents.

    It is easy and evocative to say one person one vote but a 1 person 2 vote would bring a greater variety.

    OP, you are truly mis guided. There can only be one form of 'democracy' in HK, or anywhere else under the big red flag. And that 'democracy' can only be as Beijing sees fit to install. The govt in Beijing, with its ruthless armed police, massive military and legions of censors has answered all your questions: the masses are stupid and have no rights, and no ability, to govern. You, and all your fellow hopefuls, are spinning your wheels in the quicksand.

    What does the legco actually do? Hong Kong doesn't have a foreign policy, not really a monetary policy (since it is decided in the US/China), etc. So its functions are just to sell (or rather, not sell) the land, decide what to do with the old airport, and such.

    Would a direct democracy work in HK, whereby people are asked what they think of different issues (e.g. level of taxation), there is a national debate, and then people can vote in favour or against different options, with the use of the internet. One person (above 18) one vote. Would that work?

    Max which is why I lean towards a District Council, with the Mayor elected by the councilors or by the people.

    Rest is all dick waving by the local politicos.... Like job titles at American banks... Sr Assistant Vice President. We don't need as many layers of politicians as they currently have in HK.

    shri, methinks that you already have that. The legco don't really do much, except broad policies to enrich their rich friends (e.g. not distribute land). Most decisions are done by the District Councils.

    What legco powers would you like to see devolved to the District Councils? Some decisions have to be made HK-wide (e.g. the minimum wage).

    Minimum wage etc are voted on by the councilors.
