Luckily most developed countries realise housing 'projects' with the economic segregation of the poor are a terrible idea and policies of social integration have flourished since the late 1980's - but NOT the CCP led Hong Kong Government who seem stuck in 1974 and love throwing up badly connected ghettos for the poor and selling prime plots to the rich.

or the
'Yat Tung is a ghetto for the 40,000 people poor living on Lantau'
The point is the poor are segregated in Hong Kong not that the USA has rougher poor areas.
Segregating the poor is a terrible policy that helps instill multi-generational poverty.
