    Who would they get money from exactly? Aren't the people who committed the atrocities dead? If the author's sister is alive, surely she can't be held accountable for her deceased parents actions.

    The family they said, (whichever ones have money). Blood money from the family is common, normal here.
    The family share collective guilt.
