The new electricity market would work better if the regulator let it, but the overly cautious legal approach of the ERC has delayed building a lot of power stations in the past couple of years which is going to come home to roost soon. That approach predates duterte but he's not fixed it either.

Met a hydro generation company yesterday. They manage water for both power and drinking. Said this year was very dry, not at all normal.
Where we live, not Meralco, the unplanned outages have improved dramatically over the last 10 years from say three per week average to one per month. Forewarned outages for repairs or installing new equipment on the other hand have increased, I think the infrastructure can't cope with the increased demand in our city.

Update on the Canadian waste, being shipped out today.

After Canadian reps failed to turn up to a meeting and the May 15th deadline was missed, the Philippines pulled their Ambassador and Envoys from Canada. All government officials were barred from travel to Canada and contacts reduced to a minimum.

Canada responded by saying we promise we will do it, and pay, by end of June.

Duterte responded with that is too late, we will pay and ship it ourselves. If it is blocked it will be dumped within 12 miles of the Canadian coast.

The Philippine foreign secretary (imagine Boris Johnson with anger management issues and Trump's love of Twitter) added in a tweet: "It will be shipped on May 30th, anyone gets in the way I will screw them dry".

It is being shipped today with Canada's agreement and they will cover the full cost.

Illegal waste from Hong Kong and Australia has now been found.

"The Philippine homicide rate is now approaching three times what it was before Duterte came to power and five times the average for Southeast Asia, fuelling fears that the methods of the anti-drug campaign are spilling over into other fronts."

Under Duterte 22 homicides per 100,000 people
Before Duterte 9 homicides per 100,000
Southeast Asia 4.3 homicides per 100,000 people

I am sure it will be explained to us why this report is wrong as they all seem to be wrong somehow.

It is just fiction. Can you produce the figures to back up these claims? Note when you are searching there are two crimes homicide and murder.

For previous years look up the Philippine Statistics Authority.

The actual figures, last 30 months of Aquino 29,000. First 30 months of Duterte 28,000.

So I just read the article again looking for how he concocted the rate of 22 per 100,000

He says if you combine the official figure for those killed in the drug war (5000) with homicides (29000) you get 22 per 100000.

34,000 over nearly 3 years with a population of 107,000. You do the maths.

So here is a bet EC. If you can show with credible data that the murder/homicide rate had increased from 9 to 22 I will walk naked through Central carrying a placard with a message of your choice.

If you can show the rate has tripled I will sell my house and donate the money to a cause of your choice.

If you can't do that (no let us make it easy for you, you only have to do one of those ) then all you have to do is admit you can't.

Don't worry they won't. A quick check on the PSA site shows the murder / homicide rate was never 9 per 100,000 . The numbers in the article are obviously wrong.

The second bet is also safe because basic arithmetic goes against the rate increasing from 9 to 22 meaning it tripled

It really is a very poor article.

Critical media in the Philippines has been closed down
    Opposition politicians have been imprisoned
    Hull is pro-CCP
They closed Boracay to build a casino
The peso is in free fall
    The PSEi is plunging
    Etc etc etc

I leave the reader to judge who lives in a fantasy world.

    The writer's figures are false.
They were well above 9 in 100,000 unless you can prove otherwise
Not even the most rabid critic, not even HRW, claim a murder rate of 22 per 100,000. Can you find otherwise?
9 to 22 is not tripling.

Facts. They are important to some people.
