Minority groups could also have two. One of my former managers in China is ethnic Korean and he could have had two kids even living in Shanghai. I don't know what constitutes an ethnic minority. I also understand the one child policy applied only to city folk.
Multiple identities for the wealthy is common. Children of the elite attending university in the US (and likely elsewhere) have aliases for obvious reasons. I suppose hiding money can be another motivating factor.
Slightly off topic. I used to travel to Manila often and see obvious middle aged mainlanders carrying brand spanking new Philippine passports. I asked around and was told by sources that it cost US$25k to buy one.
That's not true. It does apply to them as well. They give birth overseas, return with the kids, get in trouble with the authorities, pay their fines, and move on. Their child may also be barred from receiving social benefits, but it's a price the rich are willing to pay.
Basically it's no different from deep pocketed people breaking the rules in any country because they can easily afford to pay the fine.
Am I right that you can actually gather some information about the wealth and status of a family by asking someone if they have siblings? And sometimes even by their response, like "Of course not!" or "Of course I do!". What I wish is to know what kind of wealth "Of course I do!" corresponds to -- millions? Billions?
Does anyone know?
