So why is the EU making such a point of insisting an a very low value but highly symbolic issues that doesn't in a very clear way allow the UK control of what countries can operate within it borders.

Because all politics is local, and it plays well with their domestic audiences.

I'm seeing that they have 'agreed all terms'. Apparently it's done??

And shouldn't Canada's fishing boats be allowed to directly berth in Le Havre to sell their catch?

Nothing here is one sided. It is all a give and take, and you can't claim all the give is "your sovereign decision".

The EU functions on a very basic principle - reciprocity. It's pretty much impossible to grow to this size without. Imagine Maine suddenly wanted to lock out fishing vessels from Florida and you get the idea.
The UK seems to function primarily on trading horses, and on the idea that they're better at trading horses than anyone else.

And before the question comes "Why Canada" or "Why Australia" - you can ignore principles if nobody cares. And nations half the size of the UK but thousands of miles away have very very limited economic impact on Europe. With the UK, the principles must hold, or the whole idea is finished. And - currently - that's not what the continent has in mind.

Odysseus' journey home was easier than Britain's divorce from the EU.

Canada and the EU have adjoining fishing rights. Can you imagine Canada or any other nation giving up these rights to geta trade deal with the EU?
