That's not quite what it says and the details are not known yet. The announcement says that the government will remove the HOTEL quarantine for fully vaccinated Canadians(not tourists) and that people will still be required to isolate until their test comes back(no time frame specified). It also says that the easing will be done in stages... Certainly positive small steps which will likely be done similarly in Hong Kong though probably on a slower time frame.
