Overall, the opening ceremony was relatively subdue and quiet, compared to the the extravaganzas of previous ceremonies (and quite a contrast to the massive spectacle of the Beijing Opening Ceremony). That I can perfectly understand. With the pandemic still raging in Japan and elsewhere, it may not be so appropriate to have an overly grandiose ceremony.
