I think Francis means that while the lower socio classes that are not 'silver spooners,' are struggling to pay rampantly increased cost utility bills over the last year. Spending £7.5 million on a funeral sends the wrong ( overtly ostentatious) message which I feel is wrong, also. Especially when, I believe this was the UK's most expensive funeral of a select group of people who suffer no discomfort from cradle to grave.
President Trump's state visit a few years ago cost £3.5 million. Makes the funeral with many many countries represented and suggestions of ~4 billion catching some aspect of the somber pomp on the day look not so expensive. I read that London festive season Hotel bookings are up significantly which should more than cover the costs of the event.
