Don't think that's possible. There is no legal requirement to allow only the "right" person to use a specific name. As long as they have the credit card details of the account holder they should be fine. Don't think anyone can even sue at all, should be covered by fair-use as long as the parody is obvious.
Was a stupid idea anyway. They should have kept the verification part, just charged for it. Restricting unverified accounts from having their tweets retweeted would have gotten rid of most bots and given users some value for those $8. You wanna go viral, pay up.
