Yes, KMT was neck and neck with DPP in Taipei. A lot because TPP guy, former mayor of Taipei, did really, really well throughout the country, uniformly throughout the country because everyone, more or less, looking for a change, even when it means voting the guy who is never going to get elected. Sending a strong signal to both parties to do better.
Given the KMT ran a military dictatorship, more or less, for, what, 40 years or so, with their capital in Taipei, is it surprising that KMT supporters still exist in the capital? 62 percent did NOT vote for KMT...

In general, KMT did quite poorly, everywhere. So obviously, election by election things will vary, the statement relates to general trends and such. Also, ethnic groups play a factor to some extent.
