Unfortunately it does not say whether he was even informed of having been recorded speeding. I once got a ticket from Italy for not paying road toll five years (well, Italy) after having travelled there. Would suck if such a thing sneaks up on you.

40 over the limit in Taiwan/Japan/Italy is considered serious speeding. It leaves a criminal record in Japan (possibly Taiwan/Italy too) and a driving suspension. The immigration rejection is likely a response to the criminal element, not the issue of a driving ban.
When you travel, either don’t speed or be very clear which speeding brackets are merely speeding offences and which constitute aggravated/dangerous driving which is obviously worse.
I think you can guess where I have travelled and if I speed or not.

The family tried to claim hotel and flight expense from Japan Immigration which they were unsuccessful with. They intend to claim from their travel insurance. Unfortunately Travel Insurance does not cover events like this.
I assume only one person was denied entry. Why waste the hotel and flights? Just enjoy the trip without the person that’s been denied entry and cut your loss.
