Tariffs are different than a VAT in that they are targeted. I don't know of any country that has a targeted VAT towards particular countries and they are often applied to a lot of goods and services including local products barring exceptions. No country will accept this kind of action without retaliation especially in this situation which violates the USMCA which was signed by Trump himself in 2018. He also seems intent in trying to break another agreement signed by US with the Panama canal. This makes him unsurprisingly a very untrustworthy partner which as I said should encourage other large economies to diversify and expand their trading partnership elsewhere.
