A guest on Al Jazeera postulated the timing may have been due to JD Vance's visit to India.

JD, bringing sunshine and joy, wherever he goes...

"The gunmen—suspected to be six foreign operatives—were dressed in Indian Army uniforms and opened fire around 1.30pm, deliberately targeting tourists based on their faith, according to survivors. They reportedly asked victims to recite Islamic verses before opening fire from close range." - from the article in OP

What will Modi's response be? He can't do nothing, but also it's very difficult to do anything.

    • India suspends key water sharing treaty, closes only land border crossing
    • India cancels special visas, further downgrades diplomatic missions
    • Pakistan PM calls meeting Thursday to discuss response
    • Kashmir attack worst on civilians in India since 2008 Mumbai shootings
Going to be an interesting few months for diplomats involved for sure. The water sharing deal will probably spark some more reciprocal retaliations - not sure what but that is critical.

This is more concerning than visa cancellations..

Following a National Security Council meeting chaired by Prime Minister Shehbaz Sharif to formulate the country's response to India's measures, Pakistan stated that the suspension of the Indus Water Treaty would block the "lifeline for 240 million Pakistanis."

"Any threat to Pakistan's sovereignty and to the security of its people will be met with firm reciprocal measures in all domains. India should refrain from its reflexive blame game and cynical staged, managed exploitation of incidents like Pahalgam to further its narrow political agenda," the Pakistan Prime Minister's Office said in a statement.

"Any attempt to stop or divert the flow of water belonging to Pakistan as per the Indus Waters Treaty, and the usurpation of the rights of lower riparian will be considered as an Act of War and responded with full force across the complete spectrum of National Power," the statement said.

Seems to be a very credible analysis of the situation, and also goes into China's involvement and investments in Pakistan.

Despite its internal political turmoil, Pakistan retains a robust nuclear deterrent and support from China, which has its own interests in Kashmir. The multibillion-dollar China-Pakistan Economic Corridor, a showpiece infrastructure investment project, runs through Pakistani-administered Kashmir. Beijing also vigorously opposed India’s moves to end Kashmir’s special status in 2019 and asserted its own territorial claims there by moving its forces in the summer of 2020 into Indian-controlled areas of Ladakh some 200 miles to the east, sparking a military standoff that continues to this day. China’s involvement adds a dangerous new dimension to the crisis, raising the specter of a two-front commitment for India and complicating any calculations of escalation with Pakistan. On Sunday, Beijing expressed its “support” for Pakistan’s “sovereignty” and “legitimate security concerns
