I don't think one poorly handled case is the criteria for an incompetent national police force. Show me any country, developed or otherwise with a competent police force, if that is the standard.

Well firstly I think the article in the OP is a bit sensationalist and it doesn't say the police didn't respond to calls. It doesn't say they didn't investigate. It doesn't mention any proof of the victim being stalked or any evidence that the ex stole her bicycle. It seems to be a lot of conjecture. It's hard to conclude anything.
Before we even consider what police in other jurisdictions would or wouldn't do, we need to actually know what the police in this situation did.
But I'm sure if you name any country in the world, we could find articles on incompetent policing.
OK, I usually don't play the "sex" card but, typically, women are murdered in domestic abuse/dispute situations which are not taken seriously on a global scale. Period.
Domestic partner murder is common and a woman is most vulnerable when walking away from the abuser/stalker/whomever.
And, yes, sometimes men by women, their cases also not taken seriously.
Some police departments in the US now have a mandatory separation of the partners for a period of time like 48 hours but it's widely ignored.
By coincidence, we watched a 2-part show called "Honour" on the BBC iPlayer yesterday, based on the true story of a women whose 5 approaches to the UK police were not given enough attention. She died.
