This is only true if you have installed Windows using the multiple language Windows XP CD. (I think).
Although all versions of Windows XP have the ability to have different language inputs.
There's a special set of CD's from Microsoft called Multi-User Interface (MUI), unfortunately they are only licensed to MSDN subscribers or Volume Licenses.

Thanks. There is a Sony VAIO notebook that caught my eye today and the salesman showed me how it could display menus etc in English or Chinese but required a log out from the current Windows session. I was hoping to understand it further. Seems that XP Pro with the MUI is required.
