That razor doesn't apply here because it's pretty much an established truth that HK runs on a system of cronyism. The system is designed to run that way and policies are built around it from functional constituencies giving businesses undue influence to putting 50% of the population in workhouses known as "public housing" to subsidise the unliveable minimum wage by shaking money from the sandwich class.
