    You agreed to the rate upfront.
    One point that should be looked at is that the meters were most likely not installed by the utility provider, so how you know they are accurate?

    Asker can't complain about the $/unit - but has the right to question the 'units'. As said, if you add the units of all subs it should match 100% the whole flat meters. If not, asker has a case.

    If it was me, I'd not be bringing any cases or complaining all that much for fear of getting chucked out onto the street.

    Nothing much you could do if the flat prices were stated in the contract you signed. But wait...maybe you could start a tiny business in your small flat, like laundry or ironing, etc. to fully utilize that cost.
