Johnson's aka Cummings secret plan to get around the Benn act?

Confirmed that simply having a deal gets around the Benn act.
https://twitter.com/davidallengreen/...109267968?s=20
Hence Johnson's claim that he will comply fully with the requirements of the act, by:
1. lying to the EU to get a deal,
2.doing a nudge, nudge, wink, wink act with the ERG, thereby
3. getting his 'deal' through parliament on the 19th (when Corbyn is planning to be half a country away so as not to have to take part)
4. Then failing to get the deal over all the bureaucratic hurdles so that the UK crashes out on 31st without a deal.
I've ordered a new tinfoil hat to go with the popcorn supplies, this week is going to be conspiracy overload.
So what's going on here? Does the queen have an option ornis she forced to say anything the existing govt want?
Queen's speech reveals tougher jail terms and end to free movement
The bills and plans for later proposed laws read out by the Queen included no surprises, and a number of measures in the works for many months, such as post-Brexit bills on fisheries, agriculture and trade.
A new immigration bill would make EU citizens “subject to the same UK immigration controls as non-EU citizensâ€, thus ending free movement, and introduce a points-based entry system, while another bill would update or replace EU regulations on financial markets.

Parts 1 & 2, done, now to get it through parliament Johnson will require the votes of several Labour Brexiters, and for the ERG hardliners to not throw their toys out of the pram.
If he manages to get it approved then it's smoothish sailing to ignoring it all and going with a No Deal by not doing anything to get the deal ratified.
