    This type of co-operation agreement which allows discretionary transfer of suspects is very different to what was proposed. This type of agreement that is proven to work would have surely worked for HK and not caused such high levels of protest.

    Exactly.

    But separate note - why are there so much restrictions and limitations to extradition. If the guy is a criminal or committed crime somewhere else, just send him back and let him go thru the legal process.

    Just like HK, we allowed the big mole kid to walk free knowing he killed his gf. Justice system and laws are so-called designed to protect people (the rich), but it is mostly a hinderance in practice (to the majority).

    Because legal processes differ + politics + sentencing issues.

    One issue that stands out the most is death penalties. Some countries are against them and some are not.

    Another one is in absentia trials - hypothetically if country X convicts you of a crime while you've never even been to that country - say lese majeste in Thailand, should you be deported to serve sentence in Thailand? (hypothetical as in there is no extradition treaty with thailand the last time I look ... which is another can of worms for economic "refugees" ..)

    "We"? As the above has shown the government could have sent the person in question to Taiwan under other mechanisms, but instead seeked an all-encompassing extradition law with China in its place. When that failed no real effort was even made to even look for other avenues. If it was up to HK the guy would already have been on trial in Taiwan.

    One that LegCo while LecGo still had sufficient powers to deliberate on proposed laws voted on. Rushing through laws under the pretense of urgency is rarely a good thing.
