I've seen some owned by a farmer whilst hiking.
Go Green Organic Farm, walkable from Kam Sheung MTR. They also have rabbits and lamas. There is another farm with goats a bit down the road as well.

If you hike up to Tai Lam Chung Reservoir via So Kwun Wat you pass a goat farm and they're very free range... Pick up some grass and they'll follow you about all day... my Lab. has been butted by the Billy a few times but he doesn't seem to mind...

As per Mr Chips post, I remember seeing a few near Tai Lam Chung Reservoir but didn't know they were actively farmed.
There's someone, one would presume a farmer, who tends goats in the NT. It's really remote.
Tai Tong Ecopark has some, however not in the most animal friendly environment ...
