Don’t know if there is a difference between stalls and website but I have never paid installation fee when I signed up with them (several years ago) in the mean time changed to Smartone (same underlying provider)
I would avoid the street stalls simply because you're passing personal data to them and who knows what else they might do with it? From my understanding the street guys are just sales people (not hired by HKBN themselves), and you don't have the guarantees on how they handle your personal data.

Of course it might not happen but then again, you're giving a lot of trust to a stall guy.

In my case its been the router that has had an issue, so the technician needed to come and change the router on both occasions.
