What about if you’re arrested for non-violent low level crimes?
You are always handcuffed when arrested. You never know how someone might react even if arrested for a non-violent crime.

I've seen a number of violent and non-violent arrests, in my experience at least these all involved handcuffs

I have been arrested 7 times in the UK, some involving violence, twice violence against the police, never once handcuffed (or kneeled on or tasered or shot).

in the Usa, you always handcuffed, violent or not.
it has to do with Miranda Rights.

even if u are not under arrest, UsA can handcuff you.

you misunderstood, i was not talking trash about USA. i am saying violence is not the only reason for handcuff in USA. There is a procedure reason for handcuff, having to do with Meranda Rights.

OK I think I know what clueless is referring to now. If a person is put in handcuffs they should be read their rights. It is not that they have to be put in handcuffs.
