The State Department does not list any restrictions (and I'm not personally aware of ANY tour restrictions for HK passport holders visiting Taiwan .. could be wrong)

Taiwan and the United States both allow dual nationality. If you have Taiwan/U.S. dual nationality, you must enter/exit Taiwan on your Taiwan passport and enter/exit the United States on your U.S. passport.

HKers have always required a permit to enter Taiwan and vice versa. It's similar to the ESTA for entering the US.
