True, but not necessarily impossible. There is an action called "malicious prosecution". Very hard to prove successfully in practice, but it is possible for the defence to try. They could even try defamation action against the police, again, scant chance of success, but not impossible.

Is it worth moving funds out into high tax countries?
Energy spent on reactive ways to block the means of the protest movement to operate. History shows that even the most creative oppressive regimes would finally fail. The energy spent to suppress is a negative one, counter-progressive, and it eventually gets overcome. There are so many ways to gather and disperse funds supporting protesters. Whoever's thinking the flow can be stopped by shutting down a few accounts is obviously quite naive.
