    Lantau Tomorrow reappears 'secretly'

    A contentious HK$550 million (should read billion as in the other paragraph) project to create artificial islands near Lantau in Hong Kong has been brought forward “in secret” for discussion at a legislative meeting this week, green groups say, raising concern that the government is trying to obtain funding before its political allies in the legislature finish their current term in the summer.
    Environmental groups found that a government paper, Studies related to Artificial Islands in the Central Waters, had appeared on the agenda of the Legislative Council’s finance committee meeting this Friday, which would be its last meeting before the start of the summer recess.

    The studies are part of the Lantau Tomorrow Vision, an ambitious undertaking announced by Hong Kong Chief Executive Carrie Lam in 2018 that is estimated to cost up to HK$500 billion.
    Another group, Greenpeace, said the project could create a financial crisis if passed, as the government was expected to post a HK$200 billion deficit for this financial year due to the COVID-19 relief measures it provided.

    It should be clarified that on Friday it is on the Finance Committee to vote for the "Studies related to artificial islands in the Central Waters" -- a $550 million feasibility study. If the feasibility study said it's a good idea -- which the study likely will say -- then the project as a whole would still have to be voted on and approved by Legco in the upcoming years. It will take a few years for the study to be completed.

    Given what's been happening in Legco recently, where the rules and procedures have been "altered", who knows if in a few years time there will even be a process for voting on a government project, or even a Legco.

    It's certainly worrying that this project is suddenly this week just one step away from being initiated, but there is maybe still some hope. It's like the government is trying to outdo itself with destructive white elephant projects.

    Because they need to plan how they're going to start. Perhaps we shouldn't bother calling it a feasibility study, but rather, an implementation plan study.

    This whole thing is too expensive, will take too long to complete, and is way too over the top of a solution to the housing crisis in HK. The government should be partaking in land reclamation throughout various areas throughout HK meanwhile continuing to release more land plots all over the New Territories including Lantau. The government should not stall its idle land policy, and should be more strict and forthcoming in getting developers to build on land that could be used for housing, or otherwise build more housing by themselves. And create more policies to ease conversion of land into housing land, but still be regulated by the government.

    I believe what the CCP is trying to do is to get HK to deplete its surplus budget and treasury so that years down the line the HK government will be forced to use mainland banks to finance major projects and fall into their debt traps. That's why they propose the most ridiculous plans like the Lantau Tomorrow Vision project. Then in the future they will say oh look HK's government and budget system doesn't work, it now needs to follow the mainland system for prosperity and growth.

    That's pretty close to reality already with these proposed "Wetlands Developments" where they want to develop all the swamps along the border and create a greater Shenzhen / HK economic zone and assimilate.

    so, Singapore is just doing what Sweden has been doing.

    the only criticism I can see with doing this burning of city waste to produce energy, political smoke screen etc, is that it isn’t renewable.

    The Finance Committee did not have time to debate or vote on it. We're "safe" for now from this mammoth project -- will have to see again in the future where Legco is and how this Hydra carries on.

    Nonetheless, Democratic Party legislator Roy Kwong moved a motion to adjourn the debate with three hours remaining, not hiding his intention to drag out the time to make sure the funding request can't be dealt with.
