For this year and last year I have no tax return to file on etax. The last one was 2019-2020. Is it normal? Is it due to covid?

It is still your responsibility. If you think you should file one then ask for one.
It doesn't hurt to ask the IRD, but if they suspect you don't owe them anything they might not ask you to file a return. It's happened to me before and my wife when our incomes were very low, but I believe they at least sometimes sent a letter (e notification with etax) that we didn't need to file a return for X tax year.
Sending a message to the IRD is the smart and safe bet.

You don't necessarily have to file taxes in HK if you made less than the basic allowances, and over half of the Hong Kong population doesn't pay salaries taxes. The IRD stated there were 1,837,824 HK taxpayers for the 2018-2019 tax year. You can find more IRD data at https://www.ird.gov.hk/dar/2019-20/table/en/ar_1920.pdf and of course in other places.
If your main source of income is your salary and you owe tax, they'll let you know when you owe it assuming your employer is filing their taxes properly.
