Confusion about covid QR code needed on arrival

When you arrived HK (from USA), are you supposed to already have a QR code to show your covid vaccine status, or do they give you a covid test on the spot, and then give you a QR code, which you can then use in the leave home safe app?

If it's the former, how do you go from having USA covid vaccine records (several vaccination cards), to having a HK vaccine QR code? I read somewhere you take a health declaration form, answer some questions and they give you the QR code, but you cannot do it until 24 hours before departure because you need to take a covid test before filling in the declaration form. Is this correct?

I like to prepare my stuff way before 24 hours before departure so this makes me nervous.

If you want to "be prepared just in case", then you would fill out the declaration in the link below 24 hours before you board a flight to HK. This is where you input the details about the vaccines you've had in the US, tick a box to declare you will do a self administered RAT test before boarding, and then you get a QR code which you are suppose to show at the airport.

But from my understanding (from a few geo posters who have arrived in HK the last few days), none of this is necessary anymore and this form is totally voluntary now.

They still said on our Cathay flight this morning should fill in the form even though the website says it's a recommendation, not mandatory.

Didn't fill it out and were not asked for it.

We flew with Qatar from Heathrow yesterday and were asked for the Green QR code. It looks like they will ask for the next few days until the good news has filtered down.

the transition is always the painful part from last 3 years experience.. so usually try to do what the previous regime ask for in case it is not forgotten by the airline crew.... obviously things like PCR test requirement might be too expensive to carry out.. then print a few official looking government website to bulldoze thru the counter...

Ditto. Landed about an hour ago. The longest part of the whole experience was getting from the white elephant 3rd runway to the gate. Apart from a few health officials almost pre Covid feel about the place, except for masks

Haha, We landed today too. We figured it was probably about 15 minutes of taxiing, they could have just dropped us off on HK Island.
